Though your query is short, as far as contract workers are concerned, local labour department is responsible to handle their issues.

If we try to figure out as to what is your query, it occurs that you perhaps want to know who is the 'appropriate government' for your bank under the Contract Labour Act, in regard to the contract labour engaged by you.
If your bank is functioning in Mumbai, and contract labour are engaged in Mumbai, the appropriate government is Maharashtra state and you have to approach Labour Commissioner's office for compliance under this Act.

If you are the representing the Principal Employer ( ICICI Bank ) then in your case you have to approach Asstt Labour Commissioner ( Central ) office situated at Sion .
If you are working on Contract Basis with the Bank then also you have to take up your grievance with the Authority as mentioned above.

The Central Government is the appropriate government for ICICI Bank and also for its contract labours if the issue arose at ICICI Bank under ID Act , C L (R & A) Act , P B Act. Only under M W Act state Govt is the appropriate government for contract labours but by practice all the cases related to contract labours of all Banks except co op banks are being dealt by the Labour Dept of Central Govt as the rate of wages of the Central Govt are higher than the state govt and workers , unions and the management is comfortable with Central Govt despite the fact that the State Govt is the appropriate governemnt under M W ACt only.
