As per Factories Act, 1948 what should be the minimum number of employees (staff + workmen) required to constitute a Safety Committee, especially in the steel industry? Please guide.

Regarding formation of Safety Committee there is guide line in the State Factory Rule. Please go through your State's Factory Rule to constitute a Safety Committee. Usually it is equal number of participation from Management side and Workman side.
As your industry is steel industry, it is hazardous process. Therefore, the Chairman of the Safety Committee should be one of the top hierarchy management member. The secretary of the committee should be Safety Officer. In the committee there should be at least two top hierarchy management member to give message about the importance of the committee.
