Hi Aishu,
Cost is always a constraint. You can take a nominal contribution Rs.25 /50 /100 depending upon the employee strength and capability . Also you can pull in some from management. We had celebrated a wonderful foundation day within 10000(No. of emp were thou 50). We arranged for collage competition, best dressed male/female.arranged for little snacks and refreshments. You can arrange for talent hunt, fish pond, rangoli competition etc. They will cost you less. You can give small tokens like mugs as prizes.
For other branches you can arrange a surprise cake from monginis or the local cake shops.
I am sure you can arrange a low cost diwali if the spirits are high.

Arrange Multi Cuisine Get to Gather cum Lunch and inform all employees to bring their lunch box to share with all other employees. Keep price for the best food, best dressed, best mannered by voting system and honor the first two people publicly and gift them a box of toffees or sweets (if the same is gifted by some of your client). Announce that the top management will also participate in this celebration. Inspire you CEO to give a big lecture on adverse effect of adulterated junk food on the health of people. Convince your employee how much the management is concern of their health. Also advocate the benefit of such get to gather as it increasing love and understanding between the employees and culture. Decorate the company hall with few candles and balloons. I believe this will minimize the cost of Diwali celebration in your office.

Hiiiiiiiii,
just go for diwali mela where you have 2 only arrange for the space. You have to coordinate with some dealers to fix the counters etc.
Simple, add some games and chat stalls.
People will love it, trust me.
