Can we put a cap on the minimum numbers of consecutive leaves an employee can take? Some of our departments have one person handling the role and when they take long leaves, 1 week or more, their duties are not handled by anyone else which affects the business.

It depends on the reason for leave. If employee is getting married and if he is planning for two weeks leaves how can employer can restrict it ?. Same logic applies to sick leave if employee suffer from some infectious sickness you cannot restrict leave for such cases.
From employer's point of view it is true you cannot hold a work /project just because of X or Y is absent and Client will not accept such reasons. Hence an Employee Backup Plan should be in place so that even in case of resignation from a key performer you can ensure smooth flow of work without any disturbance.

Leaves are subject to certain conditions like advance application for leave, number of times that leave can be availed etc. You can enforce it very strictly so as to avoid frequent leaves and uninformed leaves. Please see what are mentioned under Factories Act and Shops and Commercial Establishments Act about granting of leaves

True, the provisions of Factories Act applies to workers in the factory only. In respect of employees who are having supervisory or managerial functions, you can have separate leave rules. But when it becomes more employee friendly, the next demand from the Union will be to make it applicable to them also. Therefore, it is always good to make it at par with the workers.
