It is sad that people are reading less and less of newspapers or any printed material. Discuss this matter at the end of any meeting. Motivate people to read newspapers instead of reading news on the their computer or mobile screens. This would be more comfortable for their eyes and they will get authentic and in-depth coverage of issues as well as good opinions from the columnists of newspapers.

As an employer or the representative of your employer, your concern should be to improve the communication skills of the employees. But then that does not mean one should issue a circular on importance of reading newspaper during a break time. If you do so, then will it not be paternalistic?
Reading is a good habit. To improve one's writing skills, reading is important. Reading also improves one's personality. But then how to spend one's time during a break is a call of the individual. Issuing a circular on importance of reading newspaper, with whatever altruistic intentions might be, is nothing but treating employees as juvenile and intrusion on their privacy. Let your MD remain the head of the organisation but not patriarch!
Instead of issue of circular, your MD may tell in routine meeting of HODs that they need encourage their subordinates to read the newspapers during the break time. This important piece of communication, can be communicated informally.
For Mr Raj Kumar Hansdah-ji: - Nice to see you on this forum after a prolonged interlude. Yes, the reading habits are declining very fast. Nevertheless, this is what the current generation is!

To add to his suggestions; discussing while referring to news published in newspapers during tea or lunch helps inculcate this habit.
For example, "The Economic Times view is totally different than that I read in HT on xyz issue...", might set the ball rolling and inspire others to read.

To a simple query on how to communicate employees that the newspapers are made available for reading during luch breaks and make them read the same, it is interesting to read long-winding digressed and off the centre
verbose views from some.
Whether reading newspaper improves communication skills or not is itself questionable .
A suitable communication on Notice board regarding availability of newspaper for reading during lunch breaks is good enough in addition to placing the newspaper stand at conspicuous place.
It is a good gesture on the part of the management, but it would be better not to expect too much from this.

Are honeybees required to be told where is honey? In search of a droplet of honey, bees travel miles and miles. Like honeybee, a career-conscious person or an inquisitive person is always on the lookout for the drop of knowledge. Telling the school children on importance of reading newspaper is one thing and telling professionals is another.
Secondly, why you have expressed doubt on whether newspaper reading improves communication skills is incomprehensible. I have been reading newspapers for the last 36 years and have immencely benefited from it. Nevertheless, there is a difference between cursory reading and thorough reading.

No.
Purpose of reading is to improve knowledge of day to day events, communication and comprehension and also new words.
Therefore a reply expanding scope of query is acceptable and good.
Drafting a reply or email for the querists is not our job, but toggle larger concepts and legal aspects of the query(where applicable)
