Yes employer is responsible for delay in providing medical help to employee? In factory act 1948 chapter V you can find first aid which will be readily available in factory/ security gate with trend first Aider.
If the case is serious then you go for a medical help. There is no question for delay in the above case.

Also intimate to your labour authority. if needed intimate to your nearest police station(as per your insurance party guideline.) and take a receiving copy of the same.

first aid rules are well defined in factory act / shops & Establishments act
and first aid box is mandatory at establishment,
submission of accident report within prescribed time is mandatory
any violation would be subject to legal charges and compliance by the department

First and foremost thing Employer need to ensure is to get medical help to the injured person.
If accident is fatal, he should be rushed to a good hospital casualty department or emergency department and get medical aid. Accident report, intimation to Labour deptt/factory inspector could be done within 48 h0urs from the time of accident.
Getting urgent medical help to the injured who met with an accident in the factory premises, is first priority, which is not only a legal obligation of employer, but also ethical/moral/humanitarian obligation of an employer.
