Though generally may be classified as 'unskilled' workers and in some other establishments they are differently classified and categorised under 'semi-skilled' and 'skilled' and/or 'highly skilled' depending on their placements and work they perform. For e.g., in plantations, farms they are engaged in different/specialised rolls. Some places like lawns-hotels, resorts, estates, parks etc, they are also called landscapers, experts. Say in sports areas-on cricket pitches, lawn tennis courts, foot ball, hockey, rugby fields they are curators, experts though they generally till, lay, plant, maintain grass fields. Similarly tea & coffee estates and other cash crops, they are experts in designing the huge area, a big business world. Depending on the industry and their skill sets they may be categorised accordingly.

The Gardener comes under Skilled category, if does the job of cutting, pruning, grafting, dressing and other associate works of the garden. The one does manuring plants, trimming trees and shrubs, fertilizing and sand mowing lawns etc are Semi-skilled.
One does watering, weeding gardens and keeping green spaces and walkways clear of debris and litter is under the category of unskilled.
Now it is you turn to decide what nature of job are being performed by the gardener for his skill determination. Further, if one is certificate holder of the skill from any Institute or Govt. Horticulture department are skilled.
