What things can be done through organization intranet or internal network regarding employees relation , I want employee benefit from it in order to reduce the questioners to HR Department and increase HR services.

On company's intranet, you can upload various things like company's policies, FAQs on statutory provisions, company newsletter, employee of the month, suggestion schemes, then blogs for the employees, subject related blogs (like how I managed "Work-life balance" etc). how I implemented some learning, review of books and so on.
Do not encourage the employees to share any links etc. Else it will become upload centre.

Depending on the platform, you can use it to automate some of your processes.
For example, in my current place of employment, we apply for all types of leave, and the approval process is automated. We also download our payslips, and can book training and professional development courses. Our intranet has a weekly message from the CEO, job vacancies are posted, coming events, an employee is highlighted each month to tell us a bit about themselves and their interests, and there are links to the things we need and use on a regular basis, such as the procurement system (each area does its own purchasing, the organisation is too big to centralise this function), the organisation's website, HR functions, the online technical support system for logging support questions etc etc.
If you have the technology, use it to make life easier for everyone.
