i had received a call from a company and they said they will be sending offer letter by mail ... i have the right to accept or reject it right ...also was interestd to know when can a candidate be sued??

Why any doubt? Just because someone offers to give me some land, I am at liberty to decline the offer. Same goes for offer of jobs and wedding proposals.

Of course , the right is reserved with you to accept or reject. But keep it in your mind, this stands for your reputation job market. This communications spreads like light speed in the job market. Simply rejecting an offer is not that good but by sending a regret letter would be tactful thing. Best of Luck.

i had attende the interview long back ,and i started preparing for my further education.nw the company ppl called me and informed am selectd and said they ll b sending the offr letter in case am not interestd in the position i can reject the offer right ,as my desire is to study further. my second question was out of curiousity as a fresher ,dont speculate too much on that.just to have knowledge on the aspects i asked dat question... thanx for ur reply

You have the right to reject
Company cannot sue you for rejecting the offer.
As one of the member suggested, send them a mail explaining your position and reason for not taking the offer. Would be even better, if you can mail it before they release the offer

Firstly accepting and rejecting an offer letter is a different scenario and sue an employee is a different scenario.
Offer letters are only given when a candidate successfully passes all the phases of interview satisfactory as per the interviewer screening. There after an offer letter is offered. Here the choice lies with the candidate to reject or accept the proposal whether he is comfortable or not comfortable joining the organisation. Similarly authority lies with organisation that organisation may also reject or accept the candidate to offer the job even after accepting the offer letter.
Second scenario applies when an employee is already working for a company and if he has done anything wrong which has impacted the company reputation or growth or collateral damage etc. and that scenario company can sue an employee or decide to sue an employee.
