Dear Fatima,
Business strategy is always prepared by the business owner or very top management personnel. Based on the strategy, a strategic plan is made. This strategic plan is expected to be executed by the various HODs.
Deciding the business strategy is no easy task. One needs to know how to use various tools of strategy and it has to be done under guidance. Secondly, to use those tools, one needs to have sufficient information about the industry, the company's financial health etc.
