There is no system of blacklisting under Indian laws.
However, all state governments have now digitalised their records and therefore it is likely that when you apply for a license or when you submit returns, you will face higher degree of scrutiny

Non-compliance of labor laws, in general, would be visited with imposition of penalty including imprisonment by a competent Criminal Court upon complaint depending on the nature of the contravention as prescribed in the penal provision of the concerned law.
Violation of license conditions would result in cancelation of the license already issued.
In case of continuing offences, there is provision for day to day basis fines till compliance is restored..
To my knowledge, no provision for black-listing an employer/any person based on past violations of labor laws.

Black listing of contractors is a part of Vigilance Procedure in the Government Sector and normally it is incurred for unethical business practices like false and fabricated documents, fraud, misrepresentation, theft etc. Non-compliance of labour laws could become a vigilance complaint against a contractor and if verified and found to be true, Vigilance Head can recommend blacklisting of the contractor and then it could lead to such punitive action. Though such instances are known, but Vigilance officials in general do not have the technical competence to decide on the labour law compliance status of the contractor and it is better left to the competent authority under the respective statute, a point highlighted by the Learned Umakanthan Sir

Getting ready towards new labour codes

Dear Sir / Madam

On 24th June Friday 2022 there will be a day session on new labour codes.
Following Central rules in respect of Labour Codes, the government of Karnataka released draft rules on 4th April 22.
A. The Occupational Safety, Health & Working Conditions (Karnataka) Rules, 2021
B. Code on Social Security (Karnataka) Rules,2021
Next step will be the implementation and observation of these codes and rules very shortly. Keeping pace with this, employers, professionals, compliance team’s, and legal professionals get ready. This session will help the participants in knowing, understanding and implementing these provisions.
Be ready, get equipped with relevant provisions of law and be competent. Request you to nominate your team members in large numbers and inform others.
