Being a hr person there is nothing I can do about delay in salary payment. I am reporting to HR Head but even he has no control over salary payments. This has been discussed several times.

There is a legal requirement to pay salary maximum before the 7th of the month, presuming your firm as having less than 1000 workmen, as per the Payment of Wages Act 1936 (Ref Section 5 of the Act). Make a complaint to the Labour Officer of the area or bring it to the notice of any trade union active in your area. The employer will learn the lesson of his life.
