I am going to prepare a proposal to the Board to approve staff salary increments for this year, i.e., management and staff. I need help and guidelines on how the proposal should look. I saw the sample that you posted. I am not quite clear about it. I was hoping to receive a more detailed approach, such as an in-depth proposal that could be presented to management with a justifiable explanation.

Yes, it is always critical that we provide justification to the Board if we are to get their support. I believe the posting is a starting point which can be improved upon, especially with market data indicating pay policy issues.
