I believe you may be confusing ISO 9000:2005 with ISO 9001:2000/2008. ISO 9000:2005 serves as a guideline standard. Quality Management System documentation is always prepared to comply with the requirements of ISO 9001:2000 (from 15th Nov 2008 onwards ISO 9001:2008). The first and foremost step is to determine the processes required by the organization in compliance with clause No. 4.1 of the standard. Once the processes are identified, the monitoring and measurement mechanisms need to be documented. Start by documenting the processes as this forms the foundation of the quality management system of any organization.
