It means recruiting the advisor. This sort of recruitment doesn't fall under HRM. It is purely a marketing/networking task. Usually done by unit managers/relationship managers to build a team of advisors so that the advisor will take the IRDA exam. After passing the exam, they will obtain the license. Then, they can sell insurance policies.
Please do not waste your time there.

In 2003, I did the same for ICICI Prudential. Do one thing, make a simple project report named "Recruitment of Financial Advisor" whenever the advisor is recruited, and thereafter training is given to him/her at RNIS College. After a month of training, they have to appear for an exam to get a license to sell insurance.
