One degree is sufficient; in Western countries, degrees are expensive, but in India, it seems like it's considered garbage. Concentrate on fetching knowledge and experience. Work for at least 2-3 years, then only look for any course because after 2-3 years of experience, you will see the exact path in which you are heading. At that time, choose the course which is beneficial for your career.
You can do a diploma in Cyber Law, Labour Law, or a course from ISTD (Delhi), but I prefer you should go for any law course, i.e., in Labour Law, it will add an advantage.

As per my suggestion, you can go for 2 options:
First, try to go for an Executive MBA program from IIM's or XLRI. It will definitely give you an instant jump in terms of financial growth, and priority will be given to you among the crowd.
Second, you can also consider taking the SAP HRMS functional course, which can further upgrade you in the HR domain, standing out among the crowd.
As of now, these are the options that come to my mind. I may tell you a few more in case I come across them.
