There should be a meeting between HR and concerned departmental heads to determine the optimal manpower required to operate smoothly in each department. Once you have this list, you can seek authorization from the Unit Head or the relevant approving authority so that HR can proceed with hiring or firing, as necessary. This is our current approach; other members may have additional insights to contribute.

Manpower Audit is conducted to ascertain the utilization of manpower in each department/process. For example, let us consider the maintenance department in a manufacturing company. Let us assume that there are 10 maintenance operators working in mechanical maintenance. The available man-hours per month are calculated as follows: 10 x 26 x 8 = 2080 man-hours. However, the man-hours actually clocked need adjustment for absenteeism/leave, resulting in 2000 man-hours. Further breakdown includes: Preventive maintenance = 416 hours, Mechanical Breakdown = 514 hours, Routine servicing (as per log book) = 200 hours. The total man-hours effectively utilized amount to 1130, leading to an effective utilization of manpower of 54.32%. In other words, the actual effective utilization of available man-hours is only 54%.
Similarly, the utilization in stores can be calculated based on receipts, issuances, binning, etc.
