You can start one by one...
Viz: studying the Human resource base, Manpower planning, Create personnel files & details of employees (department wise - circulation, reporting, advt dept, etc.), Study the Statutory part like PF, ESI files, and status, Study the leave structure and prepare register. Study the shifts, OT, incentives given (especially in case of reporters as they work odd hours), Returns to be submitted. You can prepare a format of salary and wage administration, increments due list, completion dates of tenures, Recruitment rate, Attrition rate, Exit interview formats can be prepared. Welfare amenities provided and are required to be provided as per the act. Start with employee participation programs like weekly meetings, etc. You can keep one suggestion box. Start with wishing on birthdays of each and every employee.

Thank you, Rajeev, that was really helpful. I have started, but I feel everybody is really disorganized, and no one seems to be following any rules. However much you tell them - like I send circulars to tell them to submit their documents - it's been over 1 week way past the deadline, and no one responded. I don't know what other tactics to use to manage this. Please help.

You can send a reminder to the employees asking for the documents. Tell them the importance of submitting the documents on time, especially in cases like ESI where we need to submit all documents within ten days of joining. Educate them. If they are not listening to you, then any disciplinary action can be taken, such as holding the salary until they submit the required documents or taking similar measures.

You can number the reminders as first, second, and so on. Secondly, whatever you do, the copy of it should be sent to your employer/head/chief, which will bring pressure on the employees. You can call for a small meeting in the presence of your head and discuss HR matters.
