1) a person has only ESIC and no UAN because they are not eligible for PF due to no past PF history and a higher salary bar?
2) a person has both but has only provided the firm their ESIC number?
3) a person has multiple ESIC numbers?

Scenario 1:
There can be persons excluded from PF but covered by ESI and vice versa. If you have employees with ESI but without PF, no issue, give reason for not having PF.
Scenario 2:
If employees have both, furnish both numbers. What is the issue? If you have given only ESI, then register him in PF also and generate UAN and furnish it.
Scenario 3:
No worker can have multiple ESI numbers. Normally when you register a new employee, the system will ask if he is already registered. If you have answered No and registered him with a different telephone number, bank account number, and Aadhar number, then take the responsibility and correct it with the ESI Corporation. (I don't know how this happens when everything is linked together!)

The objective of linking the UAN with the ESI Number is to know who is not given PF registration and if there is any omission. However, when the laws pertaining to both are different regarding coverage, the purpose of such linking is known only to those who have made it!
