The operators are required to use cutting tools, instruments, or machines while working at the shop floor. However, a company needs to prepare a "Standard Operating Procedure" (SOP) and not a "Policy". The aim of the SOP is to avoid workplace injuries.
To prepare this kind of SOP, one needs to observe the operations personally. Mere observations are not sufficient; the person needs good drafting skills as well.
For now, you can visit nearby ITI or industrial schools, diploma schools, and colleges and talk to the faculties from the Mechanical Department. Their textbooks might contain information on precautions to be taken while using sharp tools or instruments.
