Budget is very low. Minimum you can purchase small paper flag of Republic India and pin the same in the uniform of each and every employee, with one piece of sweet (if budget amount permits).

As suggested, buy tri-colour ribbons, cut them into about 4 cm pieces, which might cost you about 15 meters at Rs.10 = Rs.150. Use about Rs.800 for decoration, Rs.1000 + Rs.500 for sweets, coffee, or tea for the gathering.
What's more important is flag hoisting at the right time and singing the national anthem in chorus. I'm sure your MD/Head will address after the flag hoisting.
