Attaching Gazette notification of revised minimum wages w.e.f 30th Dec '17. In addition to the Basic wages, DA of INR 367 is to be payable for the period 30th Dec '17 to 31st Mar '18.
DA annual revision from 1st April 2018 to 31st Mar '19 would be another INR 316, totaling the DA at INR 683 apart from the Basic wages defined in the notification. Also, there is a service weightage of 1% on the Basic wages for the employees who have completed 10 years in the organization, with a maximum cap of 10% only.

Regarding the construction or maintenance of roads and building operations in Zone II, the salary details are as follows: Engineering graduates - 22,700/-, Diploma engineering employees - 17,550, Highly skilled - 10,790 (Basic) and 1,591.20 (DA), Skilled - 10,270 (Basic) and 1,591.20 (DA), Semi-skilled - 10,010 (Basic) and 1,591.20 (DA), and Unskilled - 9,750 (Basic) and 1,591.20 (DA).
Apart from the above categories, separate basic pay + DA is applicable for drivers, cleaners, office staff, security guards, etc., as per this schedule.

Thanks for your update on M.W. - Karnataka. Actually, I worked for a Central Government establishment, and the Central minimum wage used to revise twice a year - once in April and the second time in October. Now, I am no longer with the Central Government establishment as I have retired.

In Karnataka, there is no separate schedule of employment under IT/BPO. Hence, most of the organizations follow Shops & Establishment minimum wages.

Minimum wages in Karnataka are revised every April based on the CPI points. However, in 2017, they revised the Basic salary and DA (Rs.367) as it had been more than 5 years since such a revision had occurred. Additional DA from Apr'18 to Mar'19 is Rs.317, making the total DA Rs.683.

Thank you to Ram Sir for clarifying about IT, BT Cos. and MW in Karnataka, and also regarding the recent revision of MW by the Karnataka Government. As the number of IT, BT, MNC Cos. is increasing and a lot of employees are working in them, it would be beneficial for the Karnataka Government to establish separate MW for them. Some companies pay well, while others pay less due to lack of regulation. I request seniors to provide guidance.

Minimum wage is a poor way to reduce inequality and boost incomes for the poor. When I had to do my finance assignment, I realized EITC and direct cash transfers are far preferable, especially since it is a fairly simple mechanism to set up and would not distort the labor market.
One problem though! It is politically impossible, thanks in large part to the type of work organizations like the American Enterprise Institute undertake. EITC and cash transfers are seen as welfare for undeserving losers. To boost payments, taxes would have to go up on high-income earners, another impossibility.
