The Government of India, Ministry of Labour and Employment has published a total of 8 notifications via the Gazette of India dated 19.01.2017. I suppose you are referring to this publication.
The above notifications pertain to revising minimum rates of wages in the employment sectors of:
1. Agriculture;
2. Gypsum Mines, Barytes Mines, Bauxite Mines, Manganese Mines, China Clay Mines, Kyanite Mines, Copper Mines, Clay Mines, Magnesite Mines, White Clay Mines, Stone Mines, and many more mines as listed therein;
3. Construction or Maintenance of Roads or Runways or in Building Operations;
4. Stone Mines;
5. Sweeping and Cleaning;
6. Ward and Watch; and
7. Loading and unloading.
One of the notifications amends the scope of employment in loading and unloading in Railways, goods-sheds, docks, ports, and airports (both International and Domestic terminals).
All the above notifications fall under the Minimum Wage Act of 1948 and are applicable to employments under the jurisdiction of the Central Government, not including employments in the private sector or under the jurisdiction of any State Government.
The Central Government is empowered to set Minimum Wages under the Minimum Wages Act of 1948 for 40 scheduled employments under the Central Sphere, such as Railways, Mines/oil-fields, Air Transport, major ports, or any corporation established under the Central Act. This includes building and construction activities mainly carried out by the Central Public Works Department, Ministry of Defence, and agricultural farms under the Ministries of Defence and Agriculture.
The CLC(C) revises VDA at intervals of six months, i.e., effective from 1st April and 1st October.
