Mr. Arun Jadhav,

Don't post the wrong info to HR fraternity. The Official Notification circulated on the Minimum Wages of Maharashtra Govt. twice a year (i.e., in Feb & Aug), enforced from Jan & July. Since the Maha Govt. official notification is awaited, till the time one can pay contract employees the prevailing minimum wage rates in scheduled employment.

For your kind information, please note that minimum wages change only every 5 to 6 years. Special allowances change every 6 months, known as DA (dearness allowance). You only need to add the current DA to the minimum wages to calculate the current minimum wages.

One more thing, the DA from Jan-16 to Jun-16 is yet to be declared. Once that DA is announced, you should add it to the minimum wages I sent in my earlier post to determine your current minimum wages.

The attachment I provided is 100% correct; the same figures will remain for the next 5 years, with only the 6-monthly DA changing, which you need to add to the minimum wages I shared.

Minimum wages for the engineering industry:

Zone 1
Skilled: 7800 + 2128 = 9928
Semi-Skilled: 7600 + 2128 = 9728
Unskilled: 7200 + 2128 = 9328

Zone 2
Skilled: 7600 + 2128 = 9528
Semi-Skilled: 6900 + 2128 = 9028
Unskilled: 6400 + 2128 = 8528

Zone 3
Skilled: 7200 + 2128 = 9328
Semi-Skilled: 6500 + 2128 = 8628
Unskilled: 6000 + 2128 = 8128

From January 2016, when the new DA (Special Allowance) will be declared, you just have to do:

Zone 1
Skilled: 7800 + NEW DA = NEW MINIMUM WAGES (BUT THE BASIC MINIMUM WAGES AMOUNT WILL REMAIN THE SAME)
Semi-Skilled: 7600 + NEW DA =
Unskilled: 7200 + NEW DA =

Zone 2
Skilled: 7600 + NEW DA =
Semi-Skilled: 6900 + NEW DA =
Unskilled: 6400 + NEW DA =

Zone 3
Skilled: 7200 + NEW DA =
Semi-Skilled: 6500 + NEW DA =
Unskilled: 6000 + NEW DA =

Mr. Jadav, we are not confused. You are confused and are insisting on confusing everyone else. You have shared a notification from 2014. Since then, three more notifications have been issued, and now we are eagerly awaiting the fourth.

It does not matter whether only one component changes or both. What people understand and work on is the total minimum wage that is payable. Even though it may have two components, it is counted as a single figure. You provided a notification without specifying that the rates have changed since then. This is deliberately misleading, and on top of that, you are indulging in hair-splitting.

The zones are defined in the minimum wages notification. In general, zone 1 is metro and large urban cities, and zone 4 is rural areas with very little industrial activity. The wage rates vary slightly by zone. Zone 1 has the highest wage rate.

The matter of paying PF on minimum wages is currently being examined by the Supreme Court. The circular on this matter has been put on hold by the department pending the Supreme Court decision. However, the Supreme Court decision, being a clarification in nature, may have a retrospective effect. In this case, the penalty to be paid by employers who violated minimum wages to avoid paying PF will be quite high. You need to consider if you are willing to take that risk.

I appreciate your post, and I agree with your clarification. The basic (minimum wage) remains fixed for a certain period; however, DA is revised on a six-monthly basis.
