Every state government issues a Government Order (GO) stating the minimum wages in the state for the contract labor industry-wise. From that GO, you can determine the minimum wages for the contract labor.

Contract labor Minimum Wage for AP state in the cement industry is as follows, effective from 01.04.2013:
Basic Wage VDA Total Wage
Skilled Rs. 8079 Rs. 2116 Rs. 9295
Semi-Skilled Rs. 6579 Rs. 992 Rs. 7571
Unskilled Rs. 5579 Rs. 884 Rs. 6443
In my opinion, the above figures represent the Contract Labor Minimum Wage.
