my boss want me to write a letter to the chair of a board to indicate that items in Minutes need to be actioned. eg someone who is still on full pay need to be put on 1/3 salary. please help

You should go ahead and post a draft, asking for comments as suggested. Seniors do understand that beginners make mistakes. There is always some uneasiness until you get into the water, but once you are in, you will swim through your way.
