Let me make it clearer - we need a housekeeping and security person for our company, so we have decided to hire them directly instead of outsourcing. I just want to know if there are any legal requirements that need to be fulfilled to have security and housekeeping staff on the payroll, apart from providing ESI/PF/Bonus, and other benefits like for other employees.

You have to treat the employees of security and housekeeping as other employees and provide the same benefits and other allowances applicable within your organization to employees in other departments to be given to security and housekeeping employees.
