The issue is that they have been working for a long time without having received appointment letters since there was no HR personnel in place previously. Please help me with this.

Tripti, what I think is that you should not issue the appointment letters to the old employees as their roles and positions must have changed since they joined. Issuing a backdated offer letter does not make sense.

You can start the practice of issuing appointment letters for the new joiners.
