For anything you do in life, a clear goal/vision, adequate motivation/enthusiasm, hard work/discipline, and the ability to take risks/challenges are critical attributes.
However, if you are seeking help in learning English, what you require is the key attributes called 'discipline' and 'enthusiasm' with which you can achieve anything you want.
Your enthusiasm is the reason you wrote in at Citehr. The next test is to be disciplined and follow the suggestions given here.
1. My first suggestion is to read as much in English as possible. A standard daily English newspaper and the Reader's Digest have very good reading material.
2. Make more English-speaking friends and make a determined effort to speak only in English, even if you keep forgetting words or tend to stammer, or your friends tend to laugh at you. This will require a lot of willpower, but believe me, you will soon improve.
3. I would also suggest you try to learn at least 3-5 new words and look up the meaning in a dictionary, then try and use these words in your daily work and in your communication.
4. If you still feel that professional help is needed, then you will have to attend English-speaking classes.

You may develop a habit of thinking in English. Every day, after returning home, take some rest and have dinner. Once you are relaxed enough, try to analyze what you have done the whole day. Try to describe your thoughts about different things happening throughout the day and prepare your to-do list for the next day all by yourself, and of course, do it in English. Talk to yourself in front of a mirror in English. When you see something, try to describe what you saw later on to yourself. Use English, of course. Watch English movies or TV series and try to follow the dialogues very attentively. Make it a routine, and you will feel the development of your English in a couple of months.

Learning (anything) has to be motivated either by a fear (of losing something) or a desire for more.
If your need to learn English is motivated by a fear of losing something, then I know you will follow B. Jacob's suggestions. But, only till the time that your need is met.
However, if you want to learn English because you want to improve your current state and grow, then you will find it very difficult to start to follow B. Jacob's suggestions. Why? Because discipline is very difficult to begin with. However, your objective should be to implement those suggestions for at least 21 days. If you can pull off the first 21 days, you will be amazed how easily and effortlessly the following days will become.
Like B. Jacob wrote, your enthusiasm prompted you to post here. And, you probably aren't even aware that by simply asking for help, you are more than 50% on your way to learn English. Now, all that remains between you and English is your discipline and a burning desire to speak fluent English.
I wish you very good fortune and am sure that if you put your heart and mind to it, speaking fluent English will very soon become one of your strengths.

As I understand your state in this regard, you can adopt the following steps to do so:
1. First: All suggestions given here are fruitful. You should adopt some of them which are possible and suitable for your current situation.
A) Take a notepad and keep it in your pocket. Note down the sentences you speak throughout the day (as much as possible).
B) In the evening, with a calm mind, transfer those notes to a notebook and try to convert them into English using the knowledge and skills you currently have. If you face difficulty with any word or sentence, try breaking it into two or more parts, use another word, or think of a new way to convey the same message. Now, translate the same.
DO THIS ACTIVITY DAILY FOR ONE MONTH. READ THESE ALOUD IN FRONT OF A MIRROR DAILY. This will help you develop vocal power.
After a month, when you write down the sentences for the day, you will find that all the sentences are already in your notebook.
C) Start speaking in English with your family members first. Make sure you speak in English first (for practice) and then repeat the same in Hindi or your local language so that they can understand.
D) After successful practice for 15-20 days, start with your friends using the same method. Later on, extend this practice to other places outside as well.
E) After 15-20 days of following the above steps, start practicing the same at your office. Analyze who is proficient in English and do not repeat the same in the local or Hindi language.
BY FOLLOWING THESE STEPS, YOU WILL GAIN CONFIDENCE AND ACHIEVE THE DESIRED OUTCOME.
