You will first need to understand the kinds of employees in the organization. Then, you can select a sample in either a HORIZONTAL or VERTICAL manner. Through a questionnaire, you can identify the skills required by the employees to perform their jobs. You may also consider using 360-degree feedback.

From the data collected, you can determine the competencies needed for specific roles and establish them as standards. By comparing employees' competencies with these standards, you can identify the necessary actions to take.
