The company employing 20 (total even through 3/4 contractor) or more than 20 employees as contract laborers needs to obtain a registration certificate under section 7 of the said Act from the concerned labor authorities. Then, they need to issue Form V with a copy of the RC to the contractor if the contractor deploys 20 or more than 20 employees.
The contractor needs to obtain a license under section 12 of the said Act from the concerned labor authorities.

When will it be necessary to be registered for our principal employer under the Contract Labour Act? It is proposed that we will engage a third party for the civil job (maximum of 400 labourers to be engaged).

The principal employer needs to be registered under The Contract Labour (Regulation & Abolition) Act, 1970. The procedure for registration is to have the agreement copies of your company with the contractor(s) along with the prescribed fees which you can very well inquire about in the Labour office to find out the exact fees.
As for security services, based on my experience of having worked in Maharashtra, there is a regulating body by the name of Security Guard Board under which the principal employer needs to get registered. If there is any such body existing in Bihar, please find out. The process of registration is the same.

I think for employers' registration, there is no need for agreement papers with anybody. First, the employer has to be registered under the act, and after that, he can issue Form V to any contractor.
