I am in the HR department as an HR Officer and I have to look after the attendance report of around 100 employees. Some employees are regularly coming late to work due to the distance between the workplace and home. Is there anything I can do to adjust their timing? Could you please send me a memo regarding office timing?

Hi, one thing you can do is implement a late coming policy wherein if the employees come late to work more than 3 times in a month, there is a deduction of half a day in salary. This has worked in my company. Also, you need to strictly follow the policy, and once the employees realize that their salary is getting deducted, they will start finding ways to come to the office on time.

From my experience (I have been working since 1998 in a software company with more than 150 employees), I can tell you that, in our company, "the late coming policy" did not have a positive impact. People get frustrated. Maybe some of them will try harder to arrive on time at the office, but not for a long period, and for sure there will be many who will not make any extra effort for it. In the medium and long term, it works to the detriment of the company.
Between 2001 - 2005, we had a rule that everybody had to be in the office by 08:30, and for each 2 days late per month per person, that person received a penalty of 2 hours deducted from his/her salary. As I mentioned, initially they tried to be on time, but afterward, they accumulated frustrations. Some of our good employees started looking for other jobs because they felt that the company was being unfair to them. They are good, hardworking individuals with high performance, but some of them have strong personalities and felt unappreciated.
Since 2006, I convinced the owner of the company to be more flexible and empower the project managers with more authority. They are now fully responsible for their teams. We have a policy where our employees can arrive at the office between 08:00 - 09:30, but with approval from their project manager, they can even arrive after 09:30. Throughout the day, they can take 1-2 hours off, again with approval from the project manager for their "request for a couple of hours out" (of course, these hours should be made up). Holidays are also approved by project managers. We have educated our project managers on how to handle such requests, but we have given them this authority because, in reality, the project is their responsibility.
As I mentioned, we implemented this in 2006, and I can tell you that it works perfectly. Ultimately, project managers are more responsible, and employees do not feel trapped in a very rigid system. Additional benefits arose after implementing this system, particularly in recruiting, as we are now recognized in the market as a flexible company (in terms of working hours), which greatly helps us in attracting top talent.
