Basically, you require three categories of employees: technicians (those with ITI trade certificates), supervisors (Diploma holders), and first-line executives (Graduate Engineers) at the working level. All others without the required qualifications could be designated as Helpers or Assistants.
Among the technicians, consider having 4 or 5 designations such as Technician Gr I, II, etc. For supervisors, two levels could be Assistant Engineers and Deputy Engineers, while at the executive level, you could have Service Engineers.
The grading system should be determined based on factors such as the current compensation structure, education levels, length of service, etc.
