I'm opening a store, and I want to offer PF and ESIC facilities to my employees. However, I can't pay a CTC of more than 11000-12000. That's why I want to know how BPOs and some other companies offer salaries starting at 7000 without following the minimum wages act.

Because they don't care about the law and law enforcement agencies as long as their clients do not prioritize compliance. If you cannot pay at least the minimum wages set by the government, you have no right to run a business! I didn't say it, only our Apex Court did.
