I can't tell you what is not working in your scenario, but with all the above-mentioned options, try one more thing as this may work. Do you know about ATS? Application Tracking Systems - all you need to do is make sure your resume matches the job description of the mentioned profile for which you are applying. I am not saying to copy it word for word, but to include the main keywords. If they are looking for an administrator, then you should include that in your resume. It's more of a technical aspect, but matching your resume with the JD up to 80% in keywords, similarity, and without any grammatical errors can get you a call for an interview.
