Please tell me about the Certified Labour Welfare Officer. I have been working as a Welfare Officer in a textile division from November 2012 to date. I would like to know who qualifies as a Certified Labour Welfare Officer and how one can become certified in this role.

The appointment of one or more Labor Welfare Officers is mandatory under Section 49 of the Factories Act, 1948, in respect of factories employing 500 or more workers.
The academic qualifications, service conditions, and duties of Welfare Officers are set down in the State Factories Welfare Officers' Rules framed under the Factories Act, 1948, by the respective State Governments.
Generally, the qualifications would be a Master's degree in Social Work or Social Science, Business Administration, a degree in Law, or a postgraduate degree/diploma in Personnel Management & Industrial Relations from any University recognized by the Government.
The post of Welfare Officer is basically advisory in nature in matters of statutory compliance pertaining to labor issues. Therefore, there is an explicit ban on their participation in disciplinary matters in the Rules.
