Form 11 is for an employee who joins you after terminating employment at another firm where they were a member of the EPF account and contributing. The employee is a new joiner taking up employment in a PF-covered establishment. According to para 26(6) of the PF Scheme, once an employee is covered under PF, they continue to be a member regardless of their salary exceeding the wage limit under the Act. Therefore, when this employee is granted an increment that causes their salary/wage to exceed the threshold limit, it does not matter. However, the option to contribute on the full salary or be limited to the wage ceiling is available to both the employee and the employer. Normally, PF contributions are limited to Rs. 15,000/-, but both the employer and employee can choose to contribute over and above this limit.

Dear Mr. Kumar,
As you mentioned, once an employee is covered under PF, he/she continues to be a member in a new establishment covered under EPF. Please note that as per the EPF Scheme, Para 69, (5) - Any member who withdraws the amount due to him under subparagraph (2) shall, on obtaining re-employment in a factory or other establishment to which the Scheme applies, be required to qualify again for the membership of the Fund. Upon qualifying for membership, the individual shall be treated as a fresh member thereof.
This implies that upon re-employment, the individual should be required to qualify for EPF. Therefore, if his salary is more than Rs. 15,000, he may not be an EPF member in the new establishment. However, the employer may allow him to become a PF member but only upon a joint request made in writing.
Thank you.
