I want to make changes to my company's Leave Policy as some employees are intentionally combining their leaves with weekends/public holidays. Therefore, I want to implement some restrictions to prevent misuse of leave. I would appreciate any suggestions on how to make this change.

The quantum of leave (for minimum leaves to be given) is governed by either the Factories Act/Shop and Establishment Act or standing orders. In some types of leave, it also prescribes the maximum leaves to be carried forward and accumulated. However, the law is silent on whether to consider intertwining weekly off and festival holidays in continuous long leaves as leave or not.
A progressive and pro-employee company will generally not consider this, except in the case of sick leave. The decision is based on the company's philosophy and values with which they operate.

Essentially, any employee can avail leave or proceed on leave with wages/salary only after he/she applies for grant of leave and the leave application is approved in advance. Absence on leave without prior approval (written and/or verbal sanction) is unauthorized absence from duty and accordingly need not be adjusted automatically anytime thereafter. That is detrimental to discipline precedence/practice and results in a direct loss of business profit/profitability. Workplace discipline is bound to be as you describe it in your post. Please tighten supervision and management of work, workplace, and workers (regardless of any designation).
Any act unworthy of employment should be treated by one and all as an act of indiscipline/misconduct punishable as per the codified service rules. Indiscipline is non-negotiable.
