I am a contractor. I got a tender from Bhilai Steel Plant. The work requires 7 laborers per day. So, do I need to get a license from the labor department (ALC office)? As per my knowledge, a license is required for 20 or more laborers. I am asking this question because my principal employer is asking for a license copy to fill Form VII (commencement of work).

I think it is not Form VII; it should be Form VIA & VI B, which a contractor needs to submit to ALC regarding "Notice for commencement/completion of contract work." These forms are applicable under Contract Labour (R&A) Central Rules. The labour license is not applicable to you.
However, since this is a Steel Plant, the PE may require you to apply for RC or update the contractor's list in the existing RC. Hence, they are asking for the form from your company. This is just an undertaking that you have commenced contract work at the site.
