If your office is deputing these employees to gurgaon for work and salary is been processed from your location then it is not required. If you are having office in gurgaon and processing salary of the employees then ESIC is applicable on reaching count of 20 employees.

If your project site is covered under ESI Act and your employees working in the project site are coverable under ESIS, you need to cover them under ESIS irrespective of you have employees less than threshold limit and / or you are not registered under ESIS.
In such case, you have to cover your employees under the code of PE and make proper complaince accordingly. Since you have employees less than threshold limit, you can not get code number.
