Main criteria for the applicability of the MW Act is that it is applicable to an office of profit, from where they can bear the 'burden' of paying the declared minimum wages. Since CHS is not an office of profit, the act is not applicable to it.

All decisions are not based on notifications; some are based on legal interpretation as is the case here.
