I am in the process of assessing applicants who have applied to a Training and Development (T&D) position through a written exam. The competencies I am evaluating include:
1) Training Needs Analysis
2) Partnership and collaborations
3) Knowledge of Adult learning
I am considering using scenario-based questions to have them demonstrate all three competencies. Do you have any examples I could use or any ideas to share? Feel free to provide a scenario for each competency if that's easier.

In your competency assessment, you have missed a very important competency, and that is "ROI on Training." This competency is the quintessence of training.
The second important competency is "Organization's research." Training Needs Analysis (TNA) can be done in the right perspective provided the training professional knows how to conduct the organization's research and derive the training needs. Otherwise, it would be a superficial exercise.
Please ignore the above two competencies.

Before I submit my views, I would like to know the roles and responsibilities of the T&D professional in your organization. Kindly let me know if they are required to play the role of a trainer. If yes, you need to assess the competencies of a trainer in the respective domain.
