As far as my understanding goes, "act" means what should be done; it is the basic framework. "Rules," on the other hand, dictate how it is to be implemented. Rules are the set of guidelines or procedures needed to implement the act.

Rules are passed by virtue of the powers to make rules, which is an inherent provision given in the Act itself. Mostly, an Act is prepared with the basic framework. There are bodies or executives who are authorized or empowered under the Act to perform their tasks, so these bodies can also make rules.
