I am representing about 2000 employees of Indian Drugs & Pharmaceuticals Ltd (IDPL), a Government of India Enterprise. Every employee of IDPL is compelled to opt for Voluntary Retirement Scheme (VRS) under the threat of retrenchment and for the ultimate closure of IDPL. Most of the employees were relieved during the year 2003 (retaining 300 out of 7000 to complete the process of closure) with a skimpy amount calculated based on 1988-90 wages in their age group of 40-50. All of this was done due to the good and bad policies of our democratic setup.
Do you know that during the year 1992, Mr. Manmohan Singh was the Finance Minister in the Narasimha Rao Government? As Finance Minister, he managed to convert the SOCIALIST ECONOMIC SYSTEM to the CAPITALIST ECONOMIC SYSTEM to improve the Indian economy by declaring most of the Public Sector Undertakings (PSUs) (established by the first Prime Minister of India for social needs) as sick industrial organizations. Not only did Mr. Singh, as Finance Minister of India, succeed in ruining/destroying Narasimha Rao's political career, but he also succeeded in destroying the lives of thousands of innocent employees and their dependent family members.
After the failure of the BJP government, Mr. Singh held power again and as the Prime Minister of India, he showed interest in social security and social needs and stressed to convert the CAPITALIST ECONOMIC SYSTEM back to the SOCIALIST ECONOMIC SYSTEM just to fool the innocent AAM AADMI. He started deputing his good book bureaucrats in these defunct and inoperative PSUs during the year 2006 to digest the assets of these PSUs.
In this way, his team started violating every provision in the Department of Public Enterprises (DPE) guidelines as well as in the VRS by deputing manpower in these inactive PSUs. IDPL is the only name in Indian history where every employee is relieved in the name of ultimate closure, whereas closure never took place. But after a break of three years, Mr. Singh's Government managed to digest Rs 150 crores from 2006-09 by deputing an NGO named CONSUMER INDIA headed by Ms. Jayashree Gupta as the CMD of IDPL along with her retired staff from various central ministries above the age group of 60.
These retired employees are enjoying every facility apart from the monthly pension from the Central government and enjoying revised pay benefits from IDPL. When we approached the concerned ministry and IDPL management for this discrimination, they refused to entertain our request. Finally, we approached the Court of Law for our justified social and constitutional rights as per the rules and guidelines issued from time to time by the concerned departments. We are eligible to claim wage differences after the implementation of wage revisions and reinstatement in service as there is a provision in the DPE guidelines that there will be no recruitment arising out of VRS and the difference will be paid subsequently to VRS.
Will we get our justified constitutional rights under the yoke of BUREAUCRATIC DEMOCRATS of the Indian Republic?
