Dear senior, I am working as an HSE officer in 400 kv transmission line . i want to prepare workplace emergency plan. Pls give me guideline.

As a Policy Level-
Constitute an ERT (Emergency Response Team) in line with the Safety Committee and appoint a leader for this team, along with a few experienced members under him. Continuously train them for emergencies.
Prepare a list of possible mishaps and address the problems in detail to formulate an Emergency Preparedness Policy, clearly defining the roles of each assigned person.
At the shop floor level-
Firstly, create a detailed drawing indicating entry and EMERGENCY exit points.
Establish a Safe Assembly Point just outside the Main Building, with designated spots for each department. This area is to be used for assembly in case of emergencies to take attendance and assign tasks.
Create a checklist to ensure the proper working condition of the Ambulance, First Aid room, Siren, Hydrants, Buffer water storage tank, Hose reels, etc.
Identify and designate the locations for all Fire Extinguishers and First Aid points, and display them wherever feasible.
Install Glow stickers where required.
Whenever possible, organize Mock drills.
You can also incorporate additional measures to enhance safety.

Look at managing the Emergency response program in two ways; the first one is "The on-site Emergency Plan" involving all the personnel available in a shift. Here you need to work out all that can go wrong (accident/incident) at your workplace, current controls available to prevent this "event," and should it happen, what action would be taken and who are the personnel who are responsible. Always include a first aid plan for every accident/emergency situation. Mention electrical isolation procedures to be followed in the 400 kV yard.
The off-site emergency plan would include all the external agencies like the fire brigade, hospitals and first aid centres/first aid units, sub-station, load dispatch centres, factories inspectorate, labor office, and actions to be taken with regard to each one of these external agencies in the event of an emergency situation.
