I am very much interested in a career in HR, I am interested in Training & development and Recruitments. Can u please guide me that should i go for an MBA from Qatar university where i am residing at present or Phd in Management as i have a master's degreein personal management from pune university.
Secondly, How can i start HR as a career because wherever i apply everyone asks for experience here in QAtar?

I would suggest you contact the Carnegie Mellon campus in Education City. I do not know what the plans or dates are for graduate education there, but it might be worth checking out.
