HRD Attestation/Authentication Form HARYANA

If you have completed your education in Haryana, you will need to obtain HRD Attestation from the following address:

Shiksha Sadan, Sec-5 Panchkula, First Floor, Chandigarh.

Benchmark: opposite BP Petrol Pump

Requirements:

A) Application Form and Affidavit

B) Passport Size Photo

C) Rs 50 Postal order for each Certificate/degree

D) Attested Copy of Passport

E) 2 Attested Copies of each Certificate/degree to be authenticated

F) 1 Attested Copy of Final Year Marksheet

G) Copy of Job Offer letter (if any)

Please visit this place before beginning the HRD Attestation process as the requirements may change. Ensure you are aware of what needs to be submitted.

Application Form - Obtain it from Shiksha Sadan

Affidavit - They provide the format

Postal Order - Purchase it from the Post office; the nearest one is Sec-4 Market Post office. Ensure the Postal Order has a stamp on it (check when purchasing)

Document Attestation and Affidavit - Obtain it from a Notary; the nearest one is Sec-1, Panchkula. Purchase a Rs 10 Stamp paper from there, get the affidavit typed on it, have some advocate attest your documents, and don't forget to get your affidavit attested.

Return to Shiksha Sadan, first floor, with all the documents and submit them there.

Once all your documents are in order, the process with the Government Departments begins.

After this, they will issue a letter addressed to your University. They will send this letter to your university and wait for the verification report. Once the verification report arrives, you can get HRD authentication on your certificate/degree.

Sending a letter to the university and obtaining a Verification Report is a lengthy process. It may take months or may not be received at all due to the working of these departments.

I suggest asking for the letter addressed to your university and personally visiting your university to obtain the Verification Report. Ensure the report is properly sealed in an envelope for acceptance by Shiksha Sadan.

Once you submit the Verification Report, you can obtain the HRD Attestation on your Original Certificate.

This is really helpful, Gaurav, but I read this after going through all these hassles. It was really disturbing. God knows how these departments work.

One more thing I want to share here about this Shiksha Sadan. Actually, there are 2 Shiksha Sadan offices in the same area. One is in Sector-2, and the other, the real one, is in Sector-5 next to the CBSE office. The Sector-2 office's full name is "takniki shiksha sadan." This "takniki shiksha sadan" is not the real one from where you have to get your certificates attested. I, by mistake, went there, and the people over there completed the process and got my certificate attested by Mr. K.P. Singh (Deputy Director- Technical). They took all my educational certificate attested photocopies along with the job offer letter and put their attestation stamp on the back of my B.E. certificate.

They are all a bunch of lousy government officials. They know nothing. When I went back for Ministry of External Affairs (MEA) attestation in Delhi, they said this attestation from K.P. Singh is not valid (Mr. Kalia is the authorized person for this) and they don't have his signature verification with them. I was completely blank. After around one day of searching on Google and making around 100 calls to different phone numbers (none of them working), one person picked up the phone, and that too the real person (Mr. Kalia). He told me everything about the process, and that too in a very polite manner.

The next day, I went there and completed all these formalities:

A) Application Form and Affidavit

B) Passport Size Photo

C) Rs 50 Postal order for each Certificate/degree

D) Attested Copy of Passport

E) 2 Attested Copies of each of the Certificate/degree to be authenticated

F) 1 Attested Copy of Final Year Marksheet

G) Copy of Job Offer letter (if any)

Now, I have still not visited my university (MDU) because of some ongoing employee strike over there. Still, to go and let's see what will happen as I have already wasted my one important month.

Also, please be aware of touts who will follow you the moment you enter the MEA department in Delhi. If you don't have any idea of all this, then I would suggest you give this responsibility to some genuine agency, but I would suggest you do this HRD attestation from Panchkula yourself as it's a very lengthy process, and if you put everything on government officials, then it will take maybe more than one month.

I will tell you more once I complete all formalities.

After reaching MDU, you need to go directly to MDU University and ask anybody about the certificate attestation department. It's better if you know somebody there; otherwise, you know very well how these people work. Luckily, I knew one person there, and he helped me complete all the formalities. If he had not been there, I would have had to stay for a day. So plan accordingly. Remember, when you get your letter stamped from MDU, ask them to put it in an envelope and seal it because if the seal is not there, the people in Panchkula may not accept it. If possible, keep a printout of the stamped letter for your future use.

After obtaining the letter from MDU, reach the Panchkula office in the morning so that all formalities can be completed within the same day. They may ask you to come tomorrow, but if you request and explain that you have traveled a long way, they might provide the certificate on the same day. If everything goes smoothly, rush to the MEA department in Delhi - Patiala House near India Gate. Arrive there at 9 am. The timings are 9 am to 12 pm and then in the evening from 4 pm to 6 pm. There is a long line even if you arrive early in the morning or evening, so plan accordingly. Take two photocopies of the attested certificate with you.

Once the MEA certification is done, it's time for your respective Culture attestation from the countries' embassies. The Saudi Embassy office is in Vasant Kunj; you can check the exact address on Google as I don't remember it now. Here, you will face a similar problem; nobody will talk to you politely. There is internal corruption where different touts are assigned to work for your Culture attestation. You cannot do it yourself. I tried a lot, but in vain. Finally, I had to hire a tout for my Embassy attestation. Before hiring, check the rates by contacting all the authorized touts. Some are genuine. My embassy attestation cost me only Rs. 900; some were asking for as much as Rs. 2000. So, do check. All these touts have Embassy-certified identification cards, which is why embassy personnel only allow these individuals to enter their premises. Remember to hand over your certificates to them on Monday or Tuesday because the embassy only accepts these certificates on these days and returns them only on Fridays. Keep this in mind.

If you are fortunate, you will receive your country attestation after one week; otherwise, it may take a maximum of 2-3 weeks. Once this is completed, all the work from your side is over. It's now your placement consultant's turn to arrange for your Passport VISA. Inform them about it. I received my visa after one month from a company in Mumbai.

Once you have your VISA in hand, start packing your bags. :)

Ufff, so much hassle for one job... But this is only a one-time activity, guys, so chill.

What Gaurav has quoted is correct. I would like to share my experience as well. I was in urgent need of attestation, so I pursued it accordingly. I brought along my friend Praveen, who also needed the same service. When I handed over all my documents, they informed me that I would receive the attested degree through courier. However, I requested them and explained the situation.

Then, I witnessed a scenario straight out of a comedy show or even worse, a satire. It seemed like they were exploiting my urgency to make money, using the office boy for their benefit. Mr. Kalia played an active role in this whole scheme. Despite my persistent efforts, they only faxed the degree to MDU after my insistence. They mentioned that they would approve it upon receiving verification either through courier or fax.

By 5 o'clock in the evening, we had not received any confirmation. I decided to visit MDU and left my friend in Panchkula. The same story repeated there. Upon inquiry, the concerned person claimed not to have received anything. I asked my friend to fax me the fax report, which revealed the person was lying. After rigorous follow-up, at 4 o'clock, I managed to get it verified and sent the report back myself via fax.

However, the HRD refused to accept the faxed report and insisted on a sealed one through courier. To get it done, I had to pay 2000 to the office boy for each document. Finally, MEA is the best office where the work is straightforward and simple, without the need for assistance from middlemen.

Can anybody tell me about the process regarding MDU? This means that after receiving the letter from Shiksha Sadan, I have to go to MDU and collect the stamped letter in a sealed envelope.

So, please inform me which department I need to visit, on which floor it is located, and which gate I should enter from.

I told them that it is clearly mentioned on this application that the envelope should be sealed. But they said no, and I returned home without sealing the envelope. The next working day, I have to go to Chandigarh, but I cannot say whether they will accept my letter or not because it is sealed.

The main issue is with MDU. I think they don't have any problem completing my work if I offer a "bribe" or under-the-table money. Because I didn't give any money to these individuals, they didn't complete my work. So, I request all of you not to give them any bribes. If they ask for it, make a video and then circulate it on the internet.

Subject: HRD Attestation of Degree from Haryana.

This site helped me in getting the basic info about how to start and where to go for attestation. I went last week to Panchkula for this, and I would like to share the info.

Docs required: 2 copies of your final degree, final year mark sheet, 1 photo, passport copy, copy of job offer letter, and Rs 50 postal order per certificate. Better if you take the postal order with you before you reach there; else, you need to go to Sector 4 post office to get it which is 2 km from Sector 5.

From Delhi, I started at 6.30 and reached Zirakpur at 11.30. Then boarded the city bus which dropped me at Sector 5 bus stop, and then I hired a rickshaw for Rs 30 which took me to Shikha Sadan Sector 5. After reaching the 1st floor at 12.15, I asked them for the HRD procedure, and they told me to get the postal order first as the post office doesn't give those postal orders after 1 pm. So, I rushed again to the nearest post office, which is in Sector 4, and then came back to Shiksha Sadan at 12.50.

I filled up the form, attached all the mentioned docs attested by self, and submitted them. Note: they have not asked for any notary docs, which is a relief. Then they asked me to wait outside until 3.30 as they have lunch from 1.30 to 2.30. So, I came out, had tea and lunch brought from home. Note: there is no food court nearby, so manage your own, but you can get juice and tea outside.

I again reached the 1st floor and waited until 2.45 pm, then asked for the status. The people there are supportive and did not ask for any money, which was a sign of Acche Din - relieved! The superintendent signed and gave me the letter at 3.30, and I came home with a smile.

Now I have to go to Rohtak for further activity and then one more time to Panchkula for stamping. I believe it's not as tough as it looks, but yes, it takes your body juice on this dry day. All the best; I will update again after I get all done.

HRD Attestation of Haryana

I would like to shed some light on the attestation of documents as I have had them attested in Panchkula.

LIST OF DOCUMENTS

1. One latest passport-size photo.
2. One copy of the passport.
3. One copy of all mark sheets (higher education like BA, BCOM, MCOM, etc.).
4. Two copies of the degree.
5. ₹50 postal order for one degree (if you want attestation of 2, then ₹50 PO extra).

All documents should be self-attested (no notary attestation required). The office is on the 1st floor near the head superintendent's room. You will be given a form to complete; you have to fulfill that form.

Hello,

I have completed my B.Tech from Kurukshetra University.

For HRD Attestation, you need to go to Shiksha Sadan, Sec-5 Panchkula, in UNP Branch. They will provide you a form to fill out.

You need to keep the originals with you of the following documents:

- 1 copy of Passport
- 1 copy of B.Tech 8th Semester DMC/Marksheet
- 2 copies of Degree
- 1 Postal Stamp of Rs 50 per degree attestation (If you are going for only one degree, you need a Postal Stamp of Rs 50). You can get it from anywhere at the post office.
- 1 copy of Job Offer Letter (It's mandatory nowadays)

Submit it and ask them for a Request for a Confirmation Letter to your University.

Take that letter to your University and submit it in the Certificate Section department. Ask them to email the letter because they will take forever to send the mail to Sec-5 UNP branch. Alternatively, you can reach out to the VC directly, which I did after waiting for 1 month.

Then get a printout from them as well to ensure they have emailed the reply to the UNP Branch.

Go to the UNP Branch directly and inform them that the University has emailed it and you will get your Degree Attested in no time.

No Attestation, no headache from the UNP branch, except from the University. You will surely get a lot of headaches.

Hi everyone,

I read all replies to this question, and trust me, it is the only helpful article available on the internet. The rest are just search results for business purposes on Google.

I am a Mechanical Engineer from Kurukshetra University (KUK) and almost have a job in the UAE. However, I still do not have any offer letter from the company. I am willing to get my degree attested as I am currently free. I will be visiting the Panchkula office in Sector 5 soon.

In the meantime, I request you to inform me about the unavailability of the offer letter or if I should forge one if it is mandatory.

Additionally, I once found the contact number of Mr. Kalia on Google and called him. He explained the whole procedure to me. Unfortunately, I have lost that number. If any of you have the mobile number of that office, could you please mail it to me at ranaboys@gmail.com?

If you have any photos or formats of an Affidavit, please post them here or mail them to me. I would post them here as it would help many people avoid unnecessary traveling and payments. Otherwise, I will post it once I get it.

One thing that is not clear is: Do we need to physically plead to get the confirmation letter to take it to the university, or are they easy in doing so? Please answer if you have any idea about these questions.

I sought HRD attestation of B.Ed. Degree passed out from Al Falah University, Faridabad, Haryana.

Points:
- Office Timing is 9 am to 5 pm.
- It is a 4-hour car drive from Delhi.
- After reaching Panchkula, first of all, get a Rs 50 Indian Postal Order from Post office located at Sector 4, Panchkula.
- Next, go to Siksha Sadan, UNP Dept which is located at Sector 5, Panchkula. Fill up the form, attach documents, and submit to the official. I found him cooperative. A letter will be issued addressed to the addressee from where you passed your degree. Get it verified by the registrar of the university concerned. Again go to Panchkula for attestation of the degree with the sealed envelope you got from the university concerned.

Note: All documents will be self-attested.

Hi,

This is the latest answer and accurate information for HRD Attestation in Haryana. If you have done B.Tech from MDU Rohtak University, it means your degree is issued from here. For countries like UAE, Kuwait, and other Gulf and European countries, embassy attestation is required. It is a 3-step process:

1. HRD attestation
2. MEA Ministry of External Affairs
3. Embassy attestation

For HRD in Haryana, I went to Chandigarh Sector 5 Punchkula Siksha Sadan. From Faridabad, I got the direct bus to the stop of Punchkula. Else, you need to take a bus for Zikarpur. There are two Siksha Sadan you need to go to Sec 5 for B.Tech. Ask the guard for UMP department on the first floor, although everything is clearly written. They are very nice people and will help you easily. Mr. Mukesh is the peon there; he can guide you and help you with the process.

Don't give any bribes to anyone, although nobody will ask. The documents required in 2017 when I did the same were:
- Form provided by the department
- 1 Degree photocopy
- 2 Passport photocopies
- 1 Photograph Passport Size
- 8 Semester Marksheets
- Job Offer Letter

They will provide you a letter for university verification. Take that letter and reach MDU Rohtak University. You will need around 3 days to get HRD done, so plan accordingly. In the university (MDU), see the real government officers. You need to go to R3 on the first floor for B.Tech degree verification. Thanks to my father who was with me; that's why it happened by 12.00 PM. Else, it may take the whole day. In the university, Mr. Chiku will handle this, so try to find him.

Then, go back to Punchkula, and give them your letter and degree. They will do the attestation and give it back to you. Overall, it's a 3-day process for MDU Rohtak students. Don't give any money to frauds for this. I was asked for 16,500 and 45 days for the whole attestation process, but I managed to do it in 7 working days by myself.

Now, give your documents to VFS Global in Delhi Shivaji Bridge Metro Station. They will charge you 3,100 in total and provide your documents within 3 days. Personal advice, it's 2017, don't believe these frauds; they are seriously fooling people. I completed my whole process in 5,000 and 7 days while they were asking me 16,500 for the 3 steps and 9,000 for the last 2 steps if I had done the 1st step by myself.

HRD Attestation is itself a three-step process.

Today, I venture out to Chandigarh Sector 5 Punchkula Siksha Sadan to kick start the process of my Degree attestation. You can visit this Higher Education site and click on the download section to download the application form. Please complete it beforehand.

You will need the following documents and carry the originals:

1. Two self-attested copies of each certificate/degree to be authenticated.
2. One self-attested copy of the mark-sheet (final year).
3. One self-attested copy of the Passport.
4. One self-attested copy of the Job/Study Offer Letter wherein authentication of certificates is required.
5. 1 Passport-size Photograph
6. Rs 50/- postal order for each certificate to be authenticated. You can obtain it from any Post Office.

The process was hassle-free, and I received the letter which I now need to take to MDU. On Monday, I will be going to MDU for Step 2.

Step 2

I ventured out to MDU again to get the degree verified. You need to go to Gate 1 of MDU and ask for Result 3 on the first floor. Mr. Chiku will validate the degree and get it signed. Make sure they put it in the MDU envelope.

Public dealing hours are from 10 AM to 12 PM and then from 3 PM to 4 PM. Make sure you arrive there at 10 AM; they will ask you to come around 3 PM to collect the letter. So please be prepared to wait for 3 to 4 hours.

Tomorrow, I will be starting step 3 of the process.

Hi all!

The above documents were quite helpful. It is a one-day process if done smartly. I would like to give some tips from my own experience:

- If possible, ask someone else to go on your behalf and get your documents attested. On the same day, visit your university.
- Inform your university a day in advance about the verification to be done tomorrow. Also, send an official email to the university.
- If going on someone else's behalf, obtain an Authorization Letter/Email from that person authorizing you to get their documents attested.
- They do not charge any additional fees other than in the form of a postal order. It is a 50rs postal order per document. (In my case, 3 50rs Postal Orders costed Rs 115 only.)
- After submitting the documents with the UNP department, the other person will receive the Verification Letter within 15-20 minutes. They can forward this letter to you via WhatsApp or email, and you can then send it to your registrar via email.
- The roles are reversed here; you have to follow up with the registrar of your university to expedite the process. Although it's hardly a 10-20 minute task, ensure the Verification Report is sent to the UNP Department via Email promptly, so the other person can receive the attested documents.
- Note: Shiksha Sadan closes at 5 PM, so ensure all steps are completed before that time.
- In my case, the staff was very kind. Mr. Sonu (the in-charge officer) was polite and patient, waiting until 6:00 PM because my university's registrar had an urgent meeting and couldn't sign the Verification Report promptly. I explained my situation (I had traveled for 7 hours). However, the officer may not be as patient next time, so aim to arrive at Shiksha Sadan early to avoid complications, even if your university causes delays.

Hi All,

After a lot of misleading information, meeting a lot of touts, and wasting money, I finally landed nowhere. Finally, I decided to travel to Panchkula for my BTECH degree HRD attestation. This is the only forum I found on the internet that is really helpful. Thanks to all folks for sharing their experience here.

I am traveling to Panchkula tomorrow for my degree attestation, and I just wanted to confirm the latest procedure. After reading all the posts above, I have made the following key points. Please let me know if I am missing something:

1. Visit Panchkula Sector 5 Shiksha Sadan.
2. Documents required:
- 2 copies of passport
- 2 copies of final year marksheet
- 2 copies of degree
- 1 Postal Stamp of Rs 50 per degree attestation
- 1 copy of Job Offer Letter
- 2 passport size photographs
3. Bring some envelopes and other stationery as it's hard to get anything in a government office.
4. Deposit all this in Shiksha Sadan and get the letter in favor of the university.
5. Visit MDU and get that confirmation.
6. Visit back Shiksha Sadan and get HRD stamped.

Please share if there is anything I am missing and anything to keep in mind while initiating the process. I will share details once I visit SS tomorrow.

Process:
1. Go to Panchkula Shiksha Sadan, Sector 2 (5 hours' drive from Delhi).
2. On the first floor, you will find the UNP branch. Submit 2 self-copies of your degree along with supporting documents and this form (http://highereduhry.com/themes/backe...23-08-2017.pdf).
3. Documents Required:

- Final year marksheet copy
- Passport copy
- Offer letter
- 1 passport size photo with a white background and your name printed on it

4. Request them to generate a letter in favor of MDU.
Note: If your college has now become an autonomous university, you need to get the verification letter from your autonomous university before reaching MDU Rohtak.
5. Go to MDU Rohtak, R3 Branch.
6. Submit your Degree photocopy along with the letter from HRD and ask them to give the letter in favor of HRD. Mr. Chiku does this work there. People are arrogant there, so try to avoid ascendant and wait for them to complete this on their own (wait outside the room).
7. Request an MDU envelope from them, put this letter in it, and seal it using Fevistick.
8. Next, go back to Panchkula Shiksha Sadan, the same UNP branch, and give the MDU envelope and your original degree. They will stamp it and ask you to get that signed by Mr. Arun Joshi who sits on the ground floor next to the entrance.
9. Task Accomplished.
Additional Tip: If you are doing all this for a UAE visa, do not give your degree to any tout before HRD. Once you are done with HRD, better go yourself to VFS and give your degree for UAE embassy stamping.
