I have a query here. I hope any of the seniors would kindly clarify my below query.
"We had recently supplied the ID cards for our employees. The employees attended the office wearing ID cards hardly for a few days! No employee showed interest in wearing the ID cards, and now they have completely stopped using the ID cards that were supplied to them.
So, I want to circulate a Memo to all employees informing that wearing of ID cards is mandatory, and every employee shall attend the office wearing the ID Card.
My question is....
1) Can I advise our employees that wearing ID cards is really compulsory and that it has been made mandatory?
2) What is the exact PURPOSE & SIGNIFICANCE of providing ID Cards to the employees?"

I think the main role of an ID card is for identification. It's mainly for security purposes, also for entry into premises, check-in, check-out timing registration. Sometimes concessions are offered by employers too. I am new, forgive me for such little info.

Here comes the culture, and required culture cannot be made overnight. As generally perceived, THIS IS NOT AN IMPORTANT ISSUE, but it is one of the yardsticks to measure MORALE & MOTIVATION. Workmen are more likely to forget carrying the ID cards compared with executives (Nature of job / style of leaving, etc.). But they should not be punished for not carrying (even a Memo). Try educating.
The workforce is a MIX (Not alike, and India is a diversified country).

Why don't you try linking the ID card with the attendance system? Introduce it as an "Access Card" to them. Get the attendance software installed at the entry itself and link it to the daily attendance record. I am sure this would solve most of your problems.

As you mentioned that the employees are not using their ID cards, I believe you should counsel them as a friend. Please don't order them; instead, explain the reasons why the company provides IDs to employees. Also, have you been using your ID card daily?

First of all, the employees should feel proud of wearing the ID card of the company from which they are getting their bread and butter. As one of our friends mentioned, you should have a barcoding system on the back of the ID cards, which will serve as an attendance swiping card or a door lock decoder to enter their section, for entry at security, entry into company-provided transport, identification or swiping at the canteen to get their lunch, breakfast, or dinner, or at vending machines so that people will carry.
I believe that not all your line managers or senior management are interested in wearing the ID cards; if they were interested, it would have been regularized by now. Focus on the Heads of Departments (HODs), and then things will move in the right direction.

Our company has thousands of employees all over India. All our top-level staff members wear ties. We have a dress code for middle and lower-level staff, and miniskirts and objectionable dresses are restricted.

I would go with Arundhati. I had the same problem, and now I linked everything with this card. We have an in-house developed ERP system. If anybody would like to get anything from stores (office stationary, personal protective equipment, etc.), they have to show this card to a device where the digital signature is stored. They do not have to sign a goods receipt note. Whenever an employee is assigned a job, this is linked with the job number, attendance, overtime, and everything. This is going to work.

I agree with the idea of merging the identity card and attendance card. It has worked out well in our organization.
Now, many types of ID cum Attendance cards are available in the market - most are thin type cards that are easy to carry and serve their purpose well.

Some of the comments are good and very realistic. I just want to say that at the place where I work, we have been using a time attendance or automated attendance system for the last 9+ years. We all receive our payslips from this system. When we come to work or leave, we punch in our card (proximity). Therefore, even if we are late, it is automatically recorded at the time of punching in, or when we leave early. Additionally, if we do not punch in, we are marked as absent. Our payslips are generated accordingly for all employees, from top to bottom, using one system, and this process must be initiated with an official memo.
The key point is that if you receive a paycheck that is less than what you are supposed to get, it prompts you to take the necessary actions, and everything falls into place. I recommend trying it; it has worked for us for over 9 years.
Once again, we have been using this system for over 9 years.

In this regard my view is - Please make a code of conduct, in which you can add as ID card is compulsory in the office premises. I personally feel that ID card is must in organization.
