Can any body provide me notification/circular from govt regarding holiday on the day of voting. what are the general guidelines/practices regarding paid holiday on the day of voting.

There is a practice in some organizations where, instead of giving a holiday, employees are allowed 2 to 3 hours for the purpose of voting. Could you please clarify whether it is acceptable or necessary to declare a holiday?
