Where did you get this spreadsheet from? The percentages are entered after gathering information from other sources within the company. For example, the percentage for Learning Growth and Opportunities would have been obtained after conducting a survey of the staff's opinions.

Thanks for the answer. I understand about the Training and Development, but what about the percentages for recruiting, retention, and employee turnover? I have found this scorecard online. An immediate reply will be highly appreciated.
